Offworld Lab is an initiative developing a consumer-level passive radar network using open source software and commercial off-the-shelf hardware. Its goal is to let amateur radio operators and researchers collaborate and learn while building a distributed sensing system similar to ADS-B.
The grant supports legal advisory work to address export-control concerns that have slowed or halted many passive radar efforts across the amateur community. The funded work will establish a clear regulatory strategy for publication, hardware use, and community development, and will result in openly available legal guidance so that developers, clubs, and researchers can safely resume passive radar experimentation and continue advancing the network.
