Open Research Institute is a non-profit research and development organization which provides all of its work to the general public under the principles of Open Source and Open Access to Research. Their primary area of engineering research and development is amateur radio digital communications for space and terrestrial use.  Their policies for taking full advantage of the public domain carve-outs in ITAR and EAR can be found on at Their developer and participant policies can be found at

This grant supported legal for the filing of a request on 20 February 2020 to the US State Department that asked for amateur radio satellite service activities to be excluded from ITAR and assigned to EAR. If successful, the public domain carve-outs in EAR would free volunteers from the extremely costly and burdensome regulatory framework that has been assumed to apply to this work for decades.
