Grant: Open Research Institute ITAR and EAR Strategy

Open Research Institute is a non-profit research and development organization which provides all of its work to the general public under the principles of Open Source and Open Access to Research. This grant supported legal for the filing of a request on 20 February 2020 to the US State Department that asked for amateur radio satellite service activities to be excluded from ITAR and assigned to EAR. If successful, the public domain carve-outs in EAR would free volunteers from the extremely costly and burdensome regulatory framework that has been assumed to apply to this work for decades.
